Welcome to RCC – the Russian-speaking Community Council. We are a nonprofit organization incorporated in the State of New York since 2011. Our core community are exiles, refugees, and other new Americans from former Soviet countries, but we are open to everyone who shares our values and goals: equal opportunity for all, equitable immigrant integration, and rejection of all forms of hate, aggression, and violence. We are brought together by our own and our families’ shared experiences of living in the countries where Russian has been the language of interethnic communication across borders and by using it in our struggles for a better life for all of us, in defense of our suppressed identities, against autocracy and empire. Among us there are also native speakers of Ukrainian, Tatar, Yiddish, and other languages of the region. Our events and services are open to all regardless of one’s language.
Our Mission & Vision
Our mission is to help our community overcome the barriers to its successful integration in American society, advance its organizing power, civic participation, and leadership development. We aim to promote mutual understanding and collaboration with other communities in the pursuit of our vision – a just and fair society in America with equal opportunities for all. We also strive to raise Americans’ public awareness of the legacy of the movement for the freedom of migration and other human and civil rights movements in the countries of the former Soviet Union and this legacy’s international relevance today.
Our Partnerships and Related Projects
RCC has been a member of The New York Immigration Coalition since 2011 and a member and grantee of We Are All America National Refugee & Immigrant Leadership Table. RCC was a contractor of New York City’s Department of Youth and Community Development thanks to the City Council discretionary awards; was a co-convener of the “Russian-speaking Cabinet” under New York City Public Advocate (2015-17); and has earned a Citation from the New York State Assembly (2018).
In 2012, we co-founded American Russian-speaking Association for Civil & Human Rights, the US-wide network of political exiles from Russia and their friends and allies that represents our community on the federal level and is a member organization of the Global Democracy Coalition.
Our History
RCC was conceived as part of the multi-ethnic and interfaith movement for immigration reform, immigrant rights and better immigrant integration in the United States. It was also the time of rising numbers of asylum seekers and other immigrants from Russia in need of advocacy and services. RCC’s team of co-founders was led by Dr. Dmitri Daniel Glinski, Russian-American community organizer, participant of Russia’s democratic and anti-imperial movement of the early 1990s, as well as published author and co-author of works on Russian affairs, US immigration and economic issues. Other co-founders included Vladimir Gutkin, head of the local branch of the American Association of World War II Veterans from Former Soviet Union; prominent attorney Lisa Eisenberg, Esq., member of the American Immigration Lawyers’ Association; and others. In 2011-18, our official name was Russian-speaking Community Council of Manhattan and the Bronx (RCCMB).

Она возникла как часть общеамериканского межэтнического движения за иммиграционную реформу, защиту и расширение прав иммигрантов и улучшение их интеграции в американское общество. Это был также период нового роста иммиграции из России, прежде всего числа политбеженцев в связи с усилением в ней авторитарных тенденций, разгулом коррупции и подавлением движения за честные выборы. Мы открыты для всех, кто разделяет ценности демократии и прав человека, социальной и нравственной справедливости, взаимоуважения и межнационального мира, отвергает диктат, агрессию, дискриминацию и стереотипы в отношении каких-либо этнических, религиозных, расовых или иных групп. Мы также сотрудничаем с НКО других иммигрантских общин по вопросам улучшения американского иммиграционного законодательства и политики, условий для интеграции иммигрантов в американское общество.
Мы предоставляем помощь в установлении контактов с местными социальными службами и властями города и штата, где вы находитесь, а также в поиске иммиграционных адвокатов, получении и анализе информации о федеральных и местных социальных программах для беженцев и иммигрантов. Наш автономный общеамериканский проект – Американская русскоязычная правозащитная ассоциация (АРПА) – занимается проблемами прав человека в американо-российских отношениях, гуманитарной помощи Украине и украинским беженцам, антивоенного диалога с общественностью украинской диаспоры в США, взаимодействует с федеральным правительством по различным вопросам и является коллективным членом Глобальной демократической коалиции. В 2021 г. вместе с АРПА мы также создали и международное сетевое сообщество – Совет российской диаспоры за прекращение политрепрессий “Выпускай!”, участники которого действуют в различных странах Европы, а также в Канаде, Австралии и других странах.

STATEMENT ON VLADIMIR PUTIN’S INVASION OF UKRAINE (adopted in February 2022) / ЗАЯВЛЕНИЕ ПО ПОВОДУ ВТОРЖЕНИЯ ВЛАДИМИРА ПУТИНА В УКРАИНУ (принято в феврале 2022 г.)
The New York-based Russian-speaking Community Council, American Russian-speaking Association for Civil & Human Rights and the International Russian Diaspora Council for Stopping Political Reprisals ‘VYPUSKAI!’ view Vladimir Putin’s invasion of Ukraine as an unspeakable crime against both countries, against their shared histories, their present and future. We stand in solidarity with the multiethnic people of Ukraine as it is courageously fighting against this aggression; with all those Russians who are protesting daily in the streets of Moscow and other cities at the risk to their freedom and safety; and with all the people in the world – including our supporters and collaborators in many countries – who are rallying against this invasion and in support of Ukraine wherever they live. We demand from the Kremlin to immediately cease hostilities that every single minute lead to the loss of innocent Ukrainian and Russian lives and to the rising wave of refugees. Peace and freedom to Ukraine and Russia!

Выражаем нашу солидарность с многонациональным народом Украины в его героическом сопротивлении этой агрессии; со всеми в России, кто каждый день выходит на протесты на улицах Москвы и других городов, рискуя своей свободой и безопасностью; и с теми – включая наших сторонников и участников наших совместных с ними проектов в разных странах мира – кто демонстрирует против этого вторжения и в поддержку Украины в собственных городах.
